Corporate Services
The Directorate: Corporate Services is responsible for the provision of strategic Governance Support and Institutional services to enable the Municipality to function effectively, lawfully and efficiently. The Directorate provides core Corporate Governance, Council Secretarial Support, Human Resources, Records Management, Information Communication Technology (ICT) and Communication services across the Municipality.
Core Function
To ensure the provision of effective, efficient and compliant corporate governance, administrative support and institutional management services to Council, the Municipal Manager and the Administration.
1. Governance, Council & Committee Secretariat
- Secretariat services to Council, Executive Committee and Committees
- Coordination and facilitation of submission of reports to Council and Committees
- Preparation, recording and safekeeping of agendas, minutes and resolutions
- Monitoring and tracking implementation of Council resolutions
- Custodianship and implementation support of Standing Rules and Orders
- Protocol and auxiliary administrative services
- Printing and document production services
2. Administration & Facilities Management
- Reception and front-office services
- Switchboard
- Management and coordination of Urban / Community Halls
- Auxiliary administrative support services
- Facilities coordination and office support services
3. Records Management, Registry & Archives
Management, control and safekeeping of all official municipal records
- Registry and document management services
- Archives administration and compliance with records retention legislation
- Postal and messenger services
- Information governance and access control
4. Human Resources Management
- Recruitment and Selection processes
- Personnel records management and HR information systems
- Leave administration and conditions of service administration
- Job evaluation facilitation
- Organisational design
- Labour relations and Employee relations management
- Skills development, training and workplace skills planning
- Employee wellness, Employee Assistance Programme (EAP) and health promotion
- Occupational Health and Safety compliance and coordination
5. Information Communication Technology (ICT)
- Infrastructure Management: Planning, installing, and maintaining hardware, including computers, servers, printers, and network infrastructure.
- Systems and Applications Support: Managing, upgrading, and supporting municipal business systems, such as ERP systems, financial software, and the electricity vending system.
- Cybersecurity and Data Protection: Implementing security measures (firewalls, anti-virus, backups) to protect data, managing access control, and conducting disaster recovery planning.
- User Support and Administration: Providing helpdesk services, managing user accounts, email addresses, and repairing IT equipment.
- ICT Governance and Policy: Developing, reviewing, and enforcing IT policies in compliance with regulations like the MFMA, as well as managing service provider contracts.
- Website and Information Management: Maintaining the municipal website to ensure compliance with reporting requirements (e.g., Section 71 and 75 of the MFMA).
- Procurement: Acquiring ICT equipment and software on behalf of other departments
