Directorate Overview

Planning and Driving Economic Development

The Directorate is responsible for providing strategic leadership, coordination and oversight of all planning and economic development functions within the municipality. The position ensures the effective integration of spatial planning, land use management, economic development initiatives and regulatory functions in support of sustainable development and improved service delivery.

Local Economic Development & Tourism

  • Create conducive environment for investment & job creation.
  • Promote LED development through all viable sectors (Tourism, Agriculture, Informal economy), diversification and value chain.
  • Provide economic analysis and economic intelligence to the municipality.
  • Development SMME’s and Coops.
  • Provide services for Business licences & permits, by-laws & policy, enforcement.

Housing/Human Settlement

  • Develop housing sector plan
  • Promote sustainable human settlement
  • Apply for different housing typologies
  • Manage housing projects
  • Conduct consumer awareness

IDP (Strategy Unit)

  • Develop Strategy (IDP)
  • Develop ward-based plans
  • Strengthen public involvement in IDP/strategy development
  • Coordinate sector plans, encouraging a comprehensive community development
  • Facilitate Strategic Management team functions e.g. guide IDP steering Committee functioning

Building Control & Property Management

  • Assessment of building plan applications in terms of NBR
  • Conduct building inspections on approved building plans
  • Conduct illegal building inspections
  • Issuing of occupancy certificates
  • Issuing of contravention notices for illegal building developments
  • Process applications for immovable property sale/lease
  • Immovable property administration
  • Responsible for leasing of council owned properties
  • Responsible for the acquisition of properties
  • Responsible for disposal of properties through alienation of council owned properties
